Pictures taken at 10 AM. Camp Matsumoto of the Ground Self Defense Force. During the cherry blossom season, the camp is open to the public and you can enjoy viewing the blossoms. The reason that the picture is so dark is because of the rain. The area that looks like a driving school is a driver training area on base. The training is not with regular cars but with trucks shared by a few members.
