October 7th 1999. Autumn Recycling Festival. Obihiro City in Hokkaido Prefecture.

As classified rubbish collection began in Obihiro, an event concerning rubbish reduction and recycling took place at the cleaning establishment. There was something for everyone, such as food stalls, games, selling of vegetables, and an exhibition on recycling. At the food stalls, reusable plates were promoted and bring-in of your own chopsticks was called for. The lot drawing to win recycled goods and the flea market were the most popular among the participants. As this season sees many events like potato-digging and harvest festivals, locally grown vegetables were being sold at knock-down prices.
